When I launched the game it would just get stuck on 100% when loading and never finished I have tried: Restarting computer. Restarting Steam. Restarting the Game. Allocating more storage for the game. Disabling the steam overlay. Running as administrator. I essentially made the game fix itself, and it did (meaning: most likely this was an issue related to caching and/or something like inconsistences in registry settings etc.). Hope it helps.
