If you leave your cell on, you can receive calls but it is expensive. I called from the Star Princess in Alaska a few weeks ago (while at sea) and was charged $22 for a 9 minute call. I was charged $4.14 for a 6 minute call in Victoria. T-Mobile does not work, in any real sense of the word, in Alaska. They have a roaming agreements with GCI and AT&T, but you have to pay extra for "domestic roaming" and it's really expensive, like $15 for a 50mb data pass.
