If you delete a custom outfit while it is stored on your horse, it will delete that slot on your horse. The game thinks it's still there but it will not be visible. So you go from custom outfit 1 to 3, with 2 being invisible. This can be fixed by going to a Clothing Change place (camp, tavern room) and selecting a bandolier to wear and then not wearing one. It's annoying, though, and keeps appearing but in my opinion it's vastly better than not having the ability to use the Custom Outfit slots properly.
